This site follows web accessibility principles, including:

1. All pages are operable via keyboard, not limited to mouse use.
2. Access keys are provided to quickly reach major sections.
3. Images include appropriate alternative text.
4. Links that change interface, URL, or open new windows include prompts, so users know the purpose without entering each link.

The site content is divided into major sections:

1. Top functional area
2. Main content area
3. Footer functional area

Access keys are defined as follows:

• Alt+U: Top functional area (home, site map, site search, font size)
• Alt+C: Main content area
• Alt+S: Site search
• Alt+Z: Footer functional area

For Windows/Linux browsers: use Alt + access key. In Firefox, use Shift + Alt + access key.

For macOS browsers: use Control + Option + access key, e.g., Control + Option + C jumps to the main content area.
